Slack and security clearance really ought to be mutually exclusive terms. Yet this keeps happening in some form or another.

I’m wondering if there’s a structural issue at play, a critical shortage of qualified personnel that flows naturally from the kinds of staffing regulations we’ve enacted? Is this happening because of the way we’ve limited so many of these jobs to applicants with prior military experience, are staffing agencies are looking the other way because the available pool to fill the positions is so small?

Actually, the jobs are open to anyone. Its just that prior service employees usually already have clearances, so the companies will usually hire them over the non-cleared applicant because it means they don’t have to pay for it.
