One other thing that popped into my head, up until the mid-90s we had two Marine bases and a Navy base in Orange County. The Marine bases (El Toro, now Lake Forest, and Tustin) were closed; the Navy base (Los Alamitos) was reorganized and scaled down as a joint training base. I suspect the economy be less based on military bases probably also played a role.
