Well, it’s looking like Reid’s about to fold yet again. Word is he and McConnell have basically agreed to stab all filibuster-reform efforts in the back by agreeing to laughably modest terms that expire at the end of this Congress. Get ready for another 2 years of absolutely no progress at all.

Depressing news. It’s just an excuse to fail.

However, this kind of business inherently lapses at the end of every Congress, because its basis is the ability of a new Congress to change rules (including the filibuster) by simple majority vote in the first session. So the 2-year life span does not appear to be an additional helping of fail.
