We should look at a modernized version of the now-unfashionable “Outlawry”. Fugitives were given the opportunity to surrender for defense, before being formally deprived of the protection of the law. It survived in parts of the US into the 19th cent.

That’s an interesting point. The legal history of piracy is also a possible source of inspiration —- many of the issues there were similar, such as pirates being surreptitiously backed by nation-states, being able to disguise themselves as honest shipping, etc.
