I have a nice character chart I got years ago with CorelDraw. It has been handy all along.

ALT+NUMPAD ASCII Key Combos

Use the Window’s ANSI/ISO Latin-1/ANSI Extended ASCII side. Always hold down the ALT key while typing in the number code, and as you say, as soon as you release the ALT key the special character will appear.
