That actually happened here in the former Czechoslovakia during the Communist Era. In the early 1980s, the one and only toilet paper factory in the entire country was catastrophically damaged in a massive fire, rendering it inoperable for about eight months.

As my late father-in-law told me, people resorted to using Rude Právo (the official Communist Party newspaper) as a substitute.
