Depressing news. It’s just an excuse to fail.
However, this kind of business inherently lapses at the end of every Congress, because its basis is the ability of a new Congress to change rules (including the filibuster) by simple majority vote in the first session. So the 2-year life span does not appear to be an additional helping of fail.
It’s basically Reid putting Senate tradition over getting anything meaningful done. The deal apparently is being brokered more towards getting votes on nominees than actually accomplishing anything. And probably also isn’t helped by Merkeley and his compatriots declaring they have the votes to install the talking filibuster via the constitutional option.
