Actually, the jobs are open to anyone. Its just that prior service employees usually already have clearances, so the companies will usually hire them over the non-cleared applicant because it means they don’t have to pay for it.

And with an honorable discharge on his record, they weren’t likely to spend too much time digging very deep into his background. Far as they’re concerned, if he was that much of a problem, the Navy would have done something about it.
