Then when northern states refused to return escaped slaves, southerners demanded the Federal government step in and they became against states rights.

Yep. Check out the Fugitive Slave Act of 1850 : pushed on the Federal government by proslavery interests. Basically sold - initially - as a simple bolstering of lax enforcement, the Slave Power quickly leveraged it into a means of fundamentally sidestepping Northern states’ laws against slavery (which the Dred Scott Decision cemented) - all in the name of “property rights”, of course…..
