I’m guessing it was more that MTV started out focused on Rock n’ Roll; and there just weren’t that many black rockers in the early 80s.
True, when they started they only played videos from ANYONE who made them, which happened to be a lot of British New Wave and New Romantic acts. Plus cable networks were trying to sell their product nationally, which probably had some of the say in it. I remember cable being a luxury item until the mid 80’s. At least where I was.
