Ya see.. Governor Pa Fergson got impeached with a stipulation that he also never hold public elected office ever again.

Pa’s wife, Ma Ferguson, ran for governor and won.

Ma was accused of all sorts of stuff that she probably did, one of those things was selling pardons which made the state enact this rule:

I’d like to believe that she handed out those pardons just because she thought Prohibition was bullshit and decided to do something about it. But it probably was just for her own personal gain.
