From that same AMA, here’s Chuck boasting that he was asked to be in the Trump administration, but chose to “work to fill it with friends and allies.”

He says he was working to get some of the “most qualified people” into those offices. From the looks of things, he was trying to get the people most qualified to completely destroy all of the departments involved… In which case, I have to concede, he did a damn masterful job of it.
