Yes, this is often cited as “predictive programming”. Conspiracy theorists believe this was one of many ways the government helped prepare us for the 9/11 attack they knew was coming (because they planned it).

I always saw it in stark contrast to Condoleezza Rice saying no one could have imagined they would fly planes into buildings before congress.
