He’s plenty corrupt and stupid enough to:

A) Try such a thing
B) Be caught fucking red handed doing it

I’m still betting on Flynn, it makes more sense to reveal this directly after the pardon is granted, because it isn’t anywhere near as illegal/easy a slam dunk case if you only have him proof about him thinking about pardoning someone as is the case with Rudy.
