I don’t think it’s fair to characterize what Scott said here that way. It looks to e like he was being metaphorical, when he said “there will be a revolt among the American people,” and “I think we will find ourselves in the biggest war of all time if he does that (invoke the 14th amendment to raise the debt ceiling without Congressional approval.” He’s most likely talking about a huge electoral backlash, not an armed rebellion.

Just saying.
