The thing about chalking it up to other causes of death is that if you’re reporting the overall deaths in a year, you can identify excess deaths from this year compared to last - and that’s your covid19 effect.

It is all about maintaining an image. I can imagine that Russia is dismally equipped to deal with a major outbreak, both economically (with oil revenues plummeting) and in terms of medical infrastructure.
