Well, if I were to concede a bit I would say that he almost forced himself to say these things. Which means as you said he is trying to play nice but he sat behind the lens and forced the words out in a task like fashion.

The more I rewatch the video the more I think the man is showing classic signs of medicinal over-dosage, legal and/or illegal. He may not have a clue what he is saying.
