Wikipedia says he was an independent, but he served in the Washington and Adams administrations, so I’d say he was at least effectively a Federalist.

Franklin died in 1790 IIRC and remember Jefferson served as Washington’s Sec of State. You don’t really IMO see the divide between the Federalists and Anti-Federalists until Washington’s second term IMO. I do think Franklin was more likely to be with the Federalists than Anti-Federalists though. He did of course have friends on both sides of the argument as did many.
