What that Czech post is saying is:

Bikesharing will start on April 1st; the bikes are blue (as you can see in the photos) easy to ride and with a carry basket up front.

The first 15 minutes are free; after that, 45 additional minutes is 25 Kč (about one dollar or so) and 200 bikeshare stations will be installed over the course of this year.

Pretty cool. Ostrava’s getting better all the time.
