Sure why not, makes sense. But don’t hold your breath. Government is so inefficient that making significant change is extremely difficult. Everyone has an interest in protecting their turf. Military is the probably the best managed organization in government , but the admin part of it is very broken as you say.

The DoD admitted to Congress that, as of right now, there is no way they could audit the defense budget, because there’s absolutely no clue where every dollar is going. It’s actually a project of the Pentagon, on which money is being spent, to make their budget “audit ready.”
