Best I can tell is there’s a guy trying to push himself backwards into the police line. As the cops start to push him out he gets behind and officer who starts to get pushed out with him.

That’ll get you spray or arrested quick. Those are ‘linebreaker’ tactics, used to try to try to force a breech in a police line that can then be forced open widen. Pepper spray is a standard response to that.
