Well the OMB is part of the White House, and the two guys in the picture set budget policy.

No escape - Obama is pushing the plan.

If you had followed my comments from the start CBO came up with the plan, OMB is considering it, and BHO will reject it, probably tomorrow. If not, you’ll be rid of me.
