Why won’t he fix it? Because like so many other issues, it’s become about the injury to his ego and his need to soothe it by “punishing” someone. Much like how he keeps trying to find ways to withhold or slow aid to blue states such as California, which he blames for his failure to win the popular vote.

He’s definitely bitter about losing the PV which is why he repeatedly calls California’s voting fraudulent.
