In our part of the world, deer have to be culled as they are a blight on the landscape and destroy forests. But the hunting is not done during the breeding and fawning season
DC-Metro (DMV) area it is the same, kinda. All natural predator have been eliminated and human habitation generates a huge amount of forest edge. Deer proliferate, then starve in the winter. They wander through my neighborhood in family groups with just about zero fear of human. And, they eat my Hostas and other plants.
