The way NK does it is by levying ‘fees’ on various transactions. Not to mention less-than-voluntary ‘contributions’ to the state, etc.
On paper, there are no taxes; in point of fact, there are. But it makes for good North Korean propaganda. :)
Rather like how most Texans pay more in taxes than most Californians despite not having an income tax in Texas?
