I think both Russia and Iran are betting that Western businesses are going to thwart any serious repercussions.

Not only that, but iirc something to the order of 1/3 to 1/2 of natural gas that Europe buys/ uses comes via Russia one way or another. They’re (the Europeans) aren’t going to cut of their noses to spite their faces
