There is that. If you put up a constitutional amendment however, start counting states that reject it and when you get to thirteen, your amendment is done.

Doing it with legislation or a referendum can get it overturned with future legislation or a competing referendum.

Conservatives nor evangelicals give a crap about abortion. The point of pushing the issue is to gain and maintain power. That’s it. It drives voters to the polls out of fear.
