Because the two things could be true simultaneously. That he was pushing for the option and the best he was able to do was treat assassinating Suleiman as an extreme remote option - knowing that Trump’s dumb enough to go for it because no one knew better or worse - that Pompeo was pushing for it without considering any of the negative consequences to the US, our allies, or the world at large.
