If Trump decides to make an official state visit to Moscow on AF1 on January 19, can anyone stop him short of invoking the 25th?

Well, it’s going to be short “visit”, since at 19:00h Moscow time* on January 20, it will cease to be “official”

*Or 20:00 (8pm) - not sure if Russia adjusts their clocks: the US will revert to Standard Time on Nov. 1.
