As I read that, the FEMA funding is less than optimal, but the Dem-offending offset was dropped. Have to wait for details.
If that’s the case, then it would seem that Boehner’s the one that caved, as the 48 Tea Party hold-outs were demanding even deeper cuts than he was willing to put forth. It’s perhaps a situation where he decided that poisoning the well wasn’t worth it, not with the Super Committee still a month away from putting forth its recommendations.
