It’s not so much control so much as humiliation. “Oh, you lost your job and need our help? Okay, pee in this cup first. Sorry, but we gotta be sure our money’s going to the ‘right’ people, so just pee in the cup and we can get you that check.” They figure that the cost of testing will somehow be made back in the number of people who choose not to jump through hoops for temporary assistance.

In the fever dreams of the GOP base, welfare is only for blacks, and so humiliating the recipients is pure racist gold.

It doesn’t matter that many white people are on welfare, or that this kind of testing is a waste of money.
