Wait, I thought you didn’t need Congress to do anything if the states came together to do it by themselves.
IIRC there’s two ways to change the constitution.
1) Normal amendments: 2/3 of both houses in congress, 3/4 of the states.
2) New constitutional convention convened by the states (2/3). Any amendments proposed by this convention would still need to be approved by 3/4 of the states.
Nutjobs fantasize about #2, but nobody has ever pulled the pin on that grenade.
