It’s gibberish. If this were Arabic, the equivalent to “goyim” would have to be in the accusative; I think the nominative got used here. And whatever equivalent to “tob” is used, it should be in the superlative (aHsan would be my choice) - this “tob” isn’t. I can’t see Hebrew being far enough from Arabic that it would disobey those basic grammatical rules.
At least he didn’t attempt to place a definite article prefix…
Hebrew doesn’t use cases, and if this is Gemara, it should be Aramaic, which IIUC, doesn’t use cases either. I need to see this in context. I don’t suppose he gave a citation?
