That’s what I mean, though. Bush, even before his 9/11 spike, was still in the high 50s on his approval ratings. And even in 2004 during the election never really dropped much lower than the high 40s. It wasn’t really until mid-2005 that his numbers dropped into Trump territory - that was after it came out that Iraq didn’t have WMDs, and the economy was starting to overheat/falter.
