Rampant speculation on Shulkin — based on no real information, except for the fact that he was a holdover from the Obama administration.

My theory: Under Obama, Shulkin followed the rules and under a Clinton WH, his behavior would have been exemplary. Now, however, he had a position under the Trump administration and the rules were different: the practice under Mnuchin, Pruitt, et al was to get away with anything and everything, use government money to pay for vacations with your spouse. Everyone is doing it — so why adhere to the old standards? Corruption contaminates everyone in the administration.
