I don’t think they’re surprised at all. I think that was a central part of the strategy.

I don’t doubt that Fundy sleaziness and opportunism had been identified by analysts beforehand, but I also think it was pretty far outside the actual operatives’ experience and they would therefore have been surprised that it actually worked, or possibly at the magnitude of how well it worked.
