The Religious Freedom Restoration Act explicitly prohibits using zoning laws to regulate religious activity. You may thank Chuck Schumer for introducing this bill in 1993.
In theory it would not keep anyone from building a mosque. Who wants to put a mosque in that town?
What I meant is that isnβt essentially the AFA wanting the building for their purposes the same as a mosque wanting to do so. (How heinous the AFA might be aside.) The town might well be concerned about what the AFA being there would do to their reputation. But legally do they (or should they) have any recourse?
