Regardless of any potential benefits to their citizens, the PRC is doing this because they fear the growth any potential power center other than the Communist Party which they feel can ultimately lead to the breakup and colonization of China. Look at the Opium War, the Taiping Rebellion, Boxer Rebellion, etc for why China is doing this.

It’s the same reason they cracked down on Falun Gong*, are preventing Taiwan from participating in international fora or having actual diplomatic relations with most countries, have cracked down on or committed far worse against Tibet, Xinjiang, and Hong Kong and also why they shut Jack Ma up.
