Police are still looking into it. It’s possible but even if it’s true it may or may not be relevant to any sort of plan they had for the explosives. It wouldn’t surprise me either way. The only thing I have serious doubts about in that article are the statements saying the couple had no plan to use the explosives. There has to be some sort of reason to go to all the effort. Maybe they thought they could sell them for drug money or something.
