Yes, I realize that Prop 10 is not mandatory rent control but allows local communities to impose such.

Yet it is pretty clear that what will happen in the large cities that this type of rent control will simply mean fewer apartments being built.

The answer I’m proposing is a progressive property tax to fund meaningful (rather than token) renter’s credit on the state tax form.

Is it really clear? And what falls under the rubric of “rent control” isn’t just rents, it’s rules on evictions, occupancy and much else. Plus, anything put in place would have to be passed by the voters. I’m simply in favor of removing a blanket prohibition of everything to do with rents and authority over the rules from any jurisdiction smaller than the whole state.
