I think the base idea was that similar to $1 coins and $2 bills a $25 bill would be ignored and then rapidly withdrawn from circulation, thus restoring the status quo. So the suggestion is serious only in the belief that it is set up to fail.

The Dutch used to have a 2.5 Guilder coin, a 25-Guilder note and and even a 250-Guilder note. What a brilliant system.
