The Dems need to introduce compromise legislation. Expecting Mexico to pay for the wall is unreasonable. Instead, they should offer matching funding: for every dollar Mexico pays, the legislature will authorize one US tax dollar. Surely this is a fair and reasonable deal for all concerned.
