I don’t have a telephone to be an advert outlet. If we could impose a tax on robo-callers of even 1¢ for robo-calls, I bet those would be substantially reduced.

If you have a telephone, you will get calls and robocalls from spammers who cold dial. Has nothing to do with anything legal.
I just file a complaint with my AG here in Kentucky, every time I get one of them (and there are a huge number of Medicare asshat companies calling me now because I have “come of the age”). He seriously goes after them.
