As Happy Warrior pointed out, Stephens was being totally supportive of immigration from Haiti and Africa and actually attacking the Trump attitude.

Yeah it’s actually not that bad a piece though I think Stephens loses his effectiveness ranting about his communist great uncle. The guy is a dingus aside from this but this was satirical.
