They are supposed to be. But just like how the toll roads were only supposed to be temporary to fund road repairs, the state sold them off to private companies, and 60 years later, here we are.

I would be fine paying the same registration costs as a gas car. $1,000 a year is insane.

The gas tax in Texas is 20c per gallon. Mine does about 10 gallons per week, so, $2/wk, which works out to $100/year.
