The GOP has no interest in actual healthcare policy. The individual mandate polls badly, therefore if they can’t do anything else they can repeal the mandate so they can have a Rose Garden signing ceremony, never mind the catastrophic effect it could have people’s access to health insurance. Trump needs a win!
