Unfairly. As will low-income and middle-income taxpayers.

The rich? They’ll make out like bandits, because the tax will be a fraction on what they spend, while their investments and earnings are untaxed.

As if some living expenses and assorted monthly costs like food, rent, etc., are something that can be voluntary (as in not spending, so not being exposed to the tax).
