See, that’s where my confusion comes in, because my understanding had been that the NG were in DC as Donny’s private army, that she and the city gov’t had no say whatsoever on their presence in the District.

I haven’t seen anything yet about who exactly authorised requesting the National Guard.

DC has its own Guard. The DC Guard reports directly to the President, unlike the other three territories and fifty states.

Since they were not federalised for this action, state governors had to authorise sending them, but someone had to request them first.
