The question in satt’s poll is also completely contextless, it just asks who’s to blame if there’s a shutdown. It gives no information about the cause of the hypothetical shutdown, and other polls have already established that the tactic of holding the budget hostage to ending or delaying the ACA is enormously unpopular.
