Okay, so what if the same two people aren’t the top two in each state?

I’m not talking about presidential elections. In order to turn the US into a multiparty rather than a two party system, you first have to make it possible for third parties to actually win some offices to have a seat at the table. With jungle primaries, people will eventually learn they can vote for whoever they like best in the primary, because if need be they can always vote for the lesser of two evils in the general. Then independent and third party candidates might have a chance. Once the two parties’ monopoly on power is broken, and we have three or four parties of roughly equal stature, only then will third party candidates have any chance to win the presidency.
